Well you only need a credit card IF you want to withdraw the money from paypal to a bank, but in the meantime while you cannot get a PAN card, you can still have a paypal account that will save your money and keep it safely there until you can get a PAN card and take the money out.

but when i sign up ,they ask me the PAN number,i had a visa card and a bank account.if i save it inside Paypal can i use it to buy something with out attaching it to bank?

Yes, you could use paypal credit to buy deviantart stuff, but the paypal account without a pan link is disallowed in soem places
